					<description>Did HUD ever implement these changes? I'm working for a non-profit that receives HOWPA funding and trying to ensure the confidentiality of our clients. I know 24 CFR 574.440 requires grantees to maintain the confidentiality of clients, but this news would appear to require the exact opposite! Please let me know if you can.</description>
